Settlements do not all need to connect directly to each other.
For example:
- Sanctuary connects to Red Rocket.
- Red Rocket connects to Starlight Drive-In.
- Starlight Drive-In connects to The Castle.
In that setup, Sanctuary and The Castle can still share resources through the network, even though they are not directly connected.
This is why you do not need to draw supply lines from every settlement to every other settlement.
A clean network is usually better than a messy one.
Best Supply Line Network Layout for Settlements
The easiest way to manage supply lines is to use a hub-and-spoke network.
That means you choose a few key settlements as hubs, then connect nearby settlements to those hubs.
This keeps the map cleaner and makes your settlement network easier to understand.
A simple setup could look like this:
- North Hub: Sanctuary
- Central Hub: Starlight Drive-In
- East Hub: The Castle
- South Hub: Warwick Homestead
This kind of network helps avoid:
- Map clutter
- Confusing supply routes
- Too many overlapping provisioners
- NPC traffic jams
- Messy settlement management
You do not need to connect every settlement to every other settlement.

Best Supply Line Hub Settlements
Some settlements make better hubs than others.
A good supply line hub should be easy to reach, useful for crafting, and positioned well on the map.
Early Game Hubs
Sanctuary is a strong early-game hub because it is one of the first settlements many players use.
Red Rocket Truck Stop is also useful because it sits close to Sanctuary and works well as a small crafting base.

Mid Game Hubs
Starlight Drive-In is one of the best central hubs in the game.
It has a large build area, strong base potential, and a useful location for connecting northern and central settlements.
The Castle works well later in the game, especially if you are building around the Minutemen questline.
Late Game Hubs
Bunker Hill can be useful because of its location and caravan theme, but it depends on your playthrough and settlement setup.
For most players, I would use:
- Sanctuary early
- Starlight Drive-In as the main long-term hub
- The Castle as an eastern hub

What Provisioners Actually Do
Provisioners are settlers assigned to supply lines.

Provisioners do not:

If you send ten provisioners out of Sanctuary, you are using ten Sanctuary settlers for supply lines.

Supply lines are powerful, but they are easy to misunderstand.
Here are the biggest mistakes to avoid.

Supply lines do not physically move your stored items from one workshop to another.

That is a big difference.
If you store a weapon in Sanctuary, do not expect that exact weapon to appear in another settlement’s workshop.
Mistake 2: Assigning Your Last Useful Settler
Do not assign your last useful settler as a provisioner if that settlement still needs food, defense, stores, or other jobs covered.
Provisioners are useful, but they are still settlers.
If you remove too many workers from a settlement, that settlement can start struggling.
Mistake 3: Confusing Local Leader Rank 1 and Rank 2
Local Leader Rank 1 unlocks supply lines.
Local Leader Rank 2 is for settlement stores and crafting stations.
If you only want supply lines, Rank 1 is the key.

You do not need to turn every provisioner into a walking tank, but giving them decent weapons and armor is a smart move.
At minimum, do not send them out with terrible gear if you have better equipment sitting in storage.

The vanilla system works.
